JOB INFORMATION: This is a part-time post, 2 days per week. Maternity
cover, one year fixed term

JOB PURPOSE:

The overall aim of the Tenancy Support & Sustainment Service is to
provide support to persons or households that are homeless or at risk
of becoming homeless, to assist them to occupy (or continue) to occupy
their accommodation and progress from homelessness or potential
homelessness towards independent sustainable living.

ABOUT HAIL

Housing Association for Integrated Living (HAIL) is an Approved
Housing Body with over * properties mainly in
the Greater Dublin area.

HAIL’s purpose is to provide the key to independent living by
providing housing and support services to those experiencing
significant and enduring mental health difficulties, enabling them to
live independently and fully integrated into their communities.

HAIL’s Vision is to drive excellence in mental health housing
support and be the partner of choice for delivering integrated
independent living in communities across Ireland.

ROLE DESCRIPTION

In partnership with Drogheda Homeless Aid, HAIL provides Tenancy
Support & Sustainment to clients of Louth County Council Homeless
Office who are homeless or at risk of becoming homeless and who have
mental health related issues.

All referrals for Tenancy Support & Sustainment to the service come
from the Louth County Council Homeless Team.

The Tenancy Support & Sustainment service will be offered to people
who present or are likely to present with a wide range of housing
support needs.

The service will be offered to people who are:

* Living in emergency accommodation or transitional accommodation
and require settlement services,
* Tenants in Social, approved housing bodies or private rented
accommodation where a tenancy is at risk of failing or being lost,
* Have no secure accommodation of their own
* Are leaving a place of detention, or care or residential treatment
facility and have no secure accommodation available.

KEY ROLES AND RESPONSIBILITIES

1) CLIENT/TENANT SUPPORT

PRE-SETTLEMENT SUPPORT – To support people in terms of financial
planning, sourcing accommodation, linking to mainstream services and
identifying and linking to community based support services. This
pre-settlement support could also commence if a client is currently
accommodated in a hospital facility including mental health site, a
place of detention and/or in aftercare services.

SETTLEMENT SUPPORT: To support people who have moved to transitional
or permanent long term housing in private rented accommodation, social
or voluntary housing.

PREVENTATIVE SUPPORT: There is a cohort of people who are at risk of
losing a tenancy for a variety of reasons and often a low to medium
level of support for a short period of time can prevent homelessness
occurring.

The specific support interventions will include:

* Assistance with ensuring that an application for social housing
support is made
* Providing input, as appropriate, to pre-tenancy preparation for
the purpose of ensuring a successful transition from temporary
accommodation into long-term accommodation.
* Assisting with the sourcing of private rented accommodation
including any associated social housing supports or emergency needs
payments
* Assistance to access household items and furniture
* Linkage to and maintaining of linkage with Community, Mental
Health, Addiction, Disability, Aftercare, Probation or other Support
Services
* Maintaining contact with the Housing Authority as appropriate and
assisting with access to relevant Housing Authority Services, (for
example, Housing Welfare, Housing Information and Advice).
* Establishing links with accommodation providers to assist tenants
in developing and maintaining positive interaction with them and to
assist the tenant in ensuring/accessing estate/housing management,
maintenance and repair services as required.
* Advising the tenant on day-to-day tasks relating to food
preparation and storage, and general household duties relating to
cleanliness, hygiene, storage and safety.
* Assisting the tenant with security, maintaining safety, arranging
minor repairs and servicing in addition to use of domestic appliances.
* Assisting the tenant with arranging and attending meetings,
appointments, shopping and errands.
* Advising and assisting the tenant with building positive relations
with neighbours, including avoidance or resolution of disputes.
* Assisting service users to understand their rights, roles and
responsibilities as tenants.
* Assisting with linking in with other relevant specialist or
mainstream services, including (but not limited to) the following- GP
practices and Outpatient Services, Mental Health, Addiction Services,
Physical Health, Immunisation, Family Support Services, Social
Work/Child Protection Services, Counselling/psychology services,
childcare and community based education and social services for
children and young people.
* Fostering access to befriending services and social networks,
local community facilities and services that help ensure people settle
into their new home
* Assisting with obtaining entitlement for social welfare payments
or other relevant financial support.
* Assisting with access to training, education and employment
schemes or programmes, (including volunteering schemes where
appropriate).
* Assisting with access to other relevant sources of advice and
information such as the Money Advice and Budgeting and Citizens’
Information services.
* Establishing arrears payment agreements with accommodation and
utilities providers.
* Assisting the resolution of issues with regard to poor tenant
practises.
* Establishing agreements regarding the control of antisocial
behaviour associated with the tenancy.
* Linking tenants into local services, education or social
opportunities.
* Identify underlying issues which are placing the tenancy at risk
and identifying measures to deal with those issues.
* To move from crisis to stability and assist the tenant to sustain
a tenancy.

2) ADMINISTRATIVE AND OTHER DUTIES

* Secure the confidentiality of all interactions and records - To
maintain confidential records of client progress
* To utilise PASS to record client service admission and relevant
subsequent outcomes
* To ensure each client has a completed Needs Assessment, Risk
Assessment, Support Plan, and all associated documentation which is
reviewed as appropriate
* To keep and maintain recorded daily interventions and outcomes
notes
* To assist the Services manager in the collation of monthly
statistics
* To attend and actively participate in internal/external meetings,
training events, conferences and other functions as directed by the
Project Leader
* To participate in regular supervision and annual appraisal, and
help in Identifying your own job-related development and training
needs
* To ensure that all HAIL policies and procedures are being adhered
to, particularly those relating to Health and Safety, Complaints, Code
of Practice and Confidentiality.

3) TRAINING

* Attend/Request training appropriate to your role.

4) OTHER

* To fulfil all care and high standards regarding both HAIL’s and
your own health and safety obligations.
* To positively promote the Association in all activities.
* To exercise discretion in all aspects of the role.
* Any other duties which are consistent with your role.

PERSON SPECIFICATION

Key requirements for the positions of Mental Health Tenancy
Sustainment Worker are;

1. QUALIFICATIONS

* Applicants should hold a recognised and relevant 3rd level
qualification, and/or FETAC Level 7 Qualification in Social Care.

2. EXPERIENCE

The Applicant must have proficient experience, knowledge and skills in
the following areas to be deemed suitable for this position.

* Experience 2 to 3 years of working with people with mental health
and other complex needs
* Proven track record in promoting Independent Living
* Experience in developing individual management strategies and
plans for service users with complex needs
* Experience of case management and confidential record keeping
practices
* Demonstrated ability to manage a complex workload
* Demonstrated experience of accessing mainstream services for
clients
* Experience of completing Client Centred Assessments & Risk
Assessments and implementing appropriate safety measures

3. KNOWLEDGE 

* A working knowledge of Tenancy Sustainment and/or Housing
Resettlement Models
* An understanding of preventative strategies in the context of
housing clients with complex and challenging needs
* Ability to set clear objectives and put goals in place using a
consistent approach to care planning around the needs of those
presenting with multiple care and support needs
* A working knowledge of Life Skills Mapping and/or Recovery
Orientated Programmes (WRAP/STAR)
* A working knowledge of Housing Law – tenant’s rights and
responsibilities
* Knowledge of Welfare entitlements
* Be familiar with Recovery Orientated Support Programmes, Relapse
Prevention and Floating Support Models

4. SKILLS

* Ability to influence and negotiate
* Ability to deal appropriately with the challenge of the role

* Use of a car and a clean driving licence is essential.
* The Salary will be commensurate with the experience of the
individual appointed and in line with the Organisations salary scale.
